US President Donald Trump has announced an immediate energy ceasefire between Russia and Ukraine, claiming that both countries have agreed to stop attacks on energy infrastructure. However, Ukrainian President Volodymyr Zelenskyy expressed surprise at the announcement, saying Kyiv was awaiting further details from Washington.
The announcement, made on October 11, 2026, has raised questions about whether the proposed arrangement has been formally agreed upon by both sides and whether it can reduce hostilities in the ongoing war.
Trump Announces Immediate Energy Ceasefire Between Russia and Ukraine
Trump announced the proposed Ukraine energy ceasefire through a post on his social media platform, Truth Social. He stated that the agreement would take effect immediately and urged both countries not to violate it.
Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed. Do not break it! Thank you for your attention to this matter. President DONALD J. TRUMP ( TS: Oct 11 2026, 10:16 AM ET ) https://t.co/iVuboh7NrA

The announcement comes amid continuing attacks on energy infrastructure, which have affected essential services and added pressure to the conflict that began in February 2022. However, Trump did not provide specific details about the agreement, including its duration, monitoring arrangements or the precise commitments expected from Moscow and Kyiv. There was also no immediate formal confirmation from the Kremlin following his announcement.
Zelenskyy Expresses Surprise, Says Ukraine Awaits Details
Zelenskyy indicated that he had not been informed about the ceasefire arrangement before Trump’s public announcement. He said Ukraine would support the proposal if Russia agreed to the same conditions.
I just spoke with @MarkJCarney, @alexstubb, and @SecGenNATO Mark Rutte. We discussed the energy ceasefire announced by President Trump. Ukraine supports the ceasefire, and it is important that Russia support it as well. We are awaiting details from the American side. For our part, Ukraine always FULLY supports steps toward de-escalation, the protection of lives, and the decisions needed to end the war and guarantee lasting peace. Thank you!

In a statement shared on social media, the Ukrainian president reiterated Kyiv’s support for de-escalation and the protection of civilian lives. He also stressed that any agreement must involve reciprocal commitments from both sides.
The Ukrainian leadership has continued to report Russian attacks on energy facilities and other civilian infrastructure. These developments have raised concerns about whether the proposed Ukraine energy ceasefire can be implemented without a clear understanding between the two governments.
I am grateful to all our emergency services, who are always there for our people and work to address the aftermath of brutal Russian strikes. Only this morning, search and rescue operations were completed in Zaporizhzhia, where Russia killed 23 people, including four children. Yesterday, the Russians struck a medical facility in Kharkiv, and overnight there were Russian strikes on civilian infrastructure, residential buildings, and energy infrastructure. This morning, the Russians struck a five-story apartment building in Slovyansk – an entire section of the building was destroyed, and people may still be under the rubble. And this continues unabated – this week alone, the Russians have used around 1,450 aerial bombs, 75 missiles of various types, and more than 1,640 attack drones, about 60% of them jet-powered. Today, we will continue coordinating with partners – there will be talks with European leaders. Virtually every day, we coordinate at different levels and work on additional defense packages, first and foremost air defense and munitions for combat aircraft. All of this is to protect the lives of our people and Ukraine’s interests. The real cause of the war in Europe is Russia and Russia alone. It is possible to stop strikes on energy infrastructure as early as today, but Putin does not want to do so. Ukraine will be ready to stop striking Russian oil refineries if Russia stops striking our energy infrastructure. Any de-escalation steps must be reciprocal and backed by real guarantees.

Zelenskyy’s response highlights the diplomatic challenges facing efforts to bring the conflict to an end, particularly when announcements are made before all parties have publicly confirmed the terms.
Energy Security and Global Markets Remain in Focus
The announcement comes at a time when geopolitical tensions are affecting global energy supplies and market confidence. The wider international situation, including developments involving Iran, the United States and shipping through the Strait of Hormuz, has added to concerns about oil supplies and fuel prices.
Energy infrastructure has remained a strategic target during the Russia-Ukraine conflict. Attacks on refineries, power plants and other critical facilities can disrupt domestic supplies while increasing uncertainty in international energy markets. A credible ceasefire could help reduce the risk of further damage to energy infrastructure and support broader diplomatic efforts. However, its impact will depend on whether Russia and Ukraine formally agree to the conditions and demonstrate compliance.
